The COMESA Business Council (CBC) is the recognized Business Member Organization, established as a private sector institution of COMESA. We represent the interests of business sectors at a regional level.  The services provided go beyond advocacy, to actively promote business participation in regional integration, investment and global trade. This is done by facilitating the growth of strong business synergies, the development of business opportunities, business alliances, legislative and strategic advocacy. We provide custom tailored services that are driven by both industry and enterprise interests.

CBC is implementing the COMESA SME Digital Financial Inclusion Plan. The goal of this project is to support the design, development and deployment of an integrated digital financial services infrastructure that is low-cost, interoperable and fraud resistant that serves Micro Small and Medium Enterprises (MSMEs) and the customers they transact with at the bottom of the financial pyramid. This would be through the development of a business case for an integrated digital payment scheme and a common policy that offers low transaction costs for domestic and regional payments thereby improving cross border trade.

The business case and policy framework will form a foundation for the establishment of a regional digital market for cross border financial transactions that are affordable, with minimal charges and available to the Micro Small and Medium Enterprises (MSMEs) .  This is a direct response mechanism to the needs of this market segment. Further to this, a system such as this will strengthen volumes of cross border transactions and increase visibility of African products within regional markets. This will directly respond to the intra- trade deficit in the region.

The project will focus on two phases- (1) the development of a business case for a regional payment policy and framework that supports a practical solution that will digitalize SMEs through financial services; and (2) The development of the business model, governance and operational aspects of a payment scheme, and the documentation of the requirements of a payment scheme that fulfills those requirements.

The expected outputs in phase one are as follows;

(i)     The development of the business case for COMESA;

(ii)   A draft regional policy and implementation framework for the public- private sector to adopt on the regulation and governance on the common payment services system for SMEs;

(iii) Validation and adoption of the business case report and the proposed policy through a public- private stakeholder dialogue;

(iv)  Adoption at the COMESA Policy Organs level of the CBC Common payment scheme for MSMEs Regulation Policy

In the second phase, development of the business model, the expected outputs are as follows;

(i)  An operational model that showcases the instrument, governance structure, stakeholder involvement, structure of a steering committee and the use of the adopted policy to strengthen shared regulatory responsibility for the designed instrument. The tool should be approved by the steering committee which would consist of government and private sector stakeholders;

(ii)      Pilot countries for initial implementation selected;

(iii)     Training programs for MSMEs, Digital Financial services providers carried out.

Le Conseil des opérateurs économiques du COMESA (COC) est une institution officielle du COMESA dont la mission est de représenter le secteur privé. Nous défendons les intérêts des milieux d’affaires au niveau régional. Les services dispensés vont au-delà du plaidoyer pour promouvoir activement la participation des entreprises à l'intégration régionale, aux investissements et au commerce mondial. Cette action passe par l’édification de fortes synergies économiques, le développement d'opportunités d’affaires, la formation d’alliances commerciales, le plaidoyer législatif et stratégique. Nous fournissons des services sur mesure qui sont adaptés aux intérêts du secteur industriel et entreprises.

Le COC est en train de mettre en œuvre le Plan d’inclusion financière numérique des PME du COMESA. L'objectif de ce projet est de soutenir la conception, le développement et le déploiement d'une infrastructure de services financiers numériques intégrée, peu coûteuse, entièrement interopérable et résistante à la fraude. Un dispositif qui sert les Micro, petites et moyennes entreprises (MPME) ainsi que leurs clients avec lesquels elles travaillent au plus bas niveau de la pyramide financière. Il s’agira d’élaborer une analyse de rentabilisation d’un système de paiement numérique intégré ainsi qu’une politique commune offrant des coûts de transaction peu élevés pour les paiements nationaux et régionaux, ce qui va ainsi améliorer le commerce transfrontalier.

L'analyse de rentabilisation et le cadre politique constitueront les fondements de la création d'un marché numérique régional pour des transactions financières transfrontalières qui soient peu coûteuses, avec des frais minimaux et à disposition des Micro, petites et moyennes entreprises (MPME).   Il s’agit d’un mécanisme de réponse directe aux besoins de ce segment de marché. De plus, un tel système contribuera à accroître le volume des transactions transfrontalières et augmentera la visibilité des produits africains sur les marchés régionaux. Cette initiative permettra de réduire directement le déficit des échanges intra-régionaux.

Le projet s'articulera autour de deux phases: (1) l'élaboration d'une analyse de rentabilisation pour une politique et un cadre de paiement régionaux qui soutiennent une solution pratique permettant de numériser les PME via des services financiers; et (2) l'élaboration du modèle d'affaires, de gouvernance et d’opération d'un dispositif de paiement ainsi que la documentation des exigences d'un mode de paiement qui remplit ces conditions.

  1. Les résultats attendus de la première phase sont les suivants:

 

(i)                   l'élaboration de l'analyse de rentabilisation pour le COMESA ;

(ii)        un projet de politique régionale et de cadre d’application à adopter par le secteur public et privé en matière de réglementation et de gouvernance du système des services de paiement communs à disposition des PME ;

(iii)      la validation et l'adoption du rapport d'analyse de rentabilisation et de la politique proposée dans le cadre d'un dialogue entre acteurs publics et privés ;

(iv)   Adoption par les Organes directeurs du COMESA du système de paiement commun du COC pour les MPME.

  1. Les résultats attendus de la deuxième phase à savoir l’élaboration du modèle d’affaires sont les suivants:

(i)          Un modèle opérationnel qui présente l'instrument, la structure de gouvernance, la participation des parties prenantes, la structure d'un comité de pilotage et l'utilisation de la politique adoptée pour renforcer la responsabilité réglementaire partagée de l'instrument conçu. L'outil devrait être approuvé par le comité de pilotage composé du gouvernement et des parties prenantes du secteur privé;

(ii)         les pays pilotes pour la mise en œuvre initiale sont sélectionnés;

(iii)       Programmes de formation des MPME et les prestataires de services financiers numériques sont dispensés.

 

  1. Les résultats finaux attendus et l’impact du projet sont:

(i)      Une politique de paiement commune harmonisée est mise en place pour les MPME d'Afrique, avec un accent particulier sur la région du COMESA;

(ii)     (Un modèle d’affaires est adopté pour le déploiement dans la région du COMESA.

Background

Internship Objectives: The objective of this internship Programme is to offer young graduates or early professional an opportunity to be part and parcel of a dynamic Regional Economic Community (REC) Business Council and be exposed to issues of regional integration and private sector development from a regional perspective. 

The core functions of the expertise for this Internship are; 

  • Provide assistance to marketing and communications objectives of the CBC; and the Implementation of the CBC Communications strategy which looks at development of the CBC Brand and strengthening communication with members, partners and other stakeholders. 
  • Provide support to ensure business easily access information on markets, trade, partnerships and facilitation instruments in the CBC that are available in the region.
  • Provide support to ensure the Brand and the Image of the CBC is well and consistently represented through all media platforms and at events.
